BACKGROUND OF THE IPOH CITY COUNCIL
Ipoh City Council or MBI is located at Jalan Sultan Abdul Jalil, Greentown, Ipoh, Perak. The objectives of the Ipoh City Council is to produce a better quality of life and balanced growth and raise living standards for all residents within the Council area by providing facilities and services as the basis for achieving better quality of life and improve the standard of living in the area of the Council, to streamline and improve the quality of service and development planning in all areas, to encourage and provide facilities, recreation and public recreation and beautification of the Ipoh City in accordance with its status as the capital of Perak and central administration as well as promote the industry and administration, promote the growth of trade and industry and to strive for objectives and aspirations of the government including the National Development policy.
Ipoh City Council's mission is "Building a city that is conducive for economic development, socio-culture and human capital development" and the vision is "Building an excellent city identity based on sustainable economic development, dynamic socio-cultural environment and a good quality of life for the city community". Ipoh City Council is a special administrative institution for the type of services contributed by the Ipoh City Council is varied. Among the privileges of the Ipoh City Council is that it provides services directly to customers and Internet services. Customers will be able to receive quality service directly from the worker at the Ipoh City Council building. This direct service is moving systematically. There are a variety of departments at the Ipoh City Council. Among them are the Department of Buildings, Department of Community Affairs, Department of Engineering, Department of Health, Department of Finance, Department of Landscape and Recreation, Department of Valuation and Property Management, Organization Development and Administration Department, Planning Department Audit Office, the Office of Public Affairs, Office of Legal Division of Licensing and Enforcement Division. Thus, all things can be dealt with more quickly and thoroughly. The Internet services provided by the Ipoh City Council are E-Services and E-Community. E-Services provide services such as e-complaints, MBI GIS, Tender and Quotation, e-Form, Revised OSC, my ID, My Pay and MySMS. For example, the e-Complaint is a service which allows customers to make complaints through the Internet and e-Form is the customer can download the form from the City Council web portal. E-Community will provide the information library, community halls, town halls, flats, car parks, sports and recreation, the counters through the Internet.
As the local administrative institutions, the Ipoh City Council has achieved significant progress and awards. Among the progress achieved by the Ipoh City Council was MAMPU Innovation Award in 1991 involving Traffic Division, Department of King won first place in the award. In addition to this award, the Ipoh City Council has also won first place in a number of quality awards. Among them are, Competition Clean City Area Drainage System and the Nationwide Council in 1994 and 1994 involving the Urban Services Division and the Department of Health, State Level QCC Convention Year 1997 Public Sector in 1997 involving the Parking Division, Department of Finance, Awards Public Service Innovation Perak State Level, and more. Awards made by the Ipoh City Council cannot be denied that the Ipoh City Council has made good progress. Not forgetting that there are departments in the MBI, which has donated labor and sweat in the development of the Ipoh City Council. In addition, the award made by the Ipoh City Council can be decribed that the Ipoh City Council has made progress in various sectors such as services, finance, tourism, welfare and so on. The progress made by the Ipoh City Council is a good sign that MBI will now be well-developed yet.
There are a variety of challenges faced by the Ipoh City Council. Among the challenges he faces is the task of repairing the damaged roads. This is a challenge to overcome them from time to time because of damage to roads are now happening. They need to repair roads and had to accept criticism and complaints of customers who face problems. In addition, repair of the road is not easy as people think. Planning and action without burdening the residents is an important aspect of this work. In addition, complaints from customers and the demand causes the workers who work in the service sector, customers will be challenged. They had to face this situation every day. However, the attitude of wisdom and efficiency of the workers at the Ipoh City Council would be overcome with good and beneficial to both parties. The next challenge faced by the Ipoh City Council is the fall of large trees around the side of the road. They need to ensure the safety of road users in advance that no one was injured in the accident. Next, they will arrange the tree into the car with big truck so as not to interfere with space on the road. Damage to lamp posts are also among the challenges faced by the Ipoh City Council. Damage to lamp posts would endanger motorists on the road and most likely an accident. This is due to the darkness along the road. This situation will cause the driver to drive in difficult road conditions too dark and there was an accident if not careful.
Sources of money income Ipoh City Council is the collection of income tax assessment. From there, the Ipoh City Council will use the as their financial resources. Sale of parking coupons is their financial source. The drivers have to buy the coupons if they want to park their cars in a place for parking. If they do not use coupons, then, the suit will be shot. Site Rental is also the source of their finances. Among them is the rental shop, shop houses, offices in the plaza, and a host of other rental places and public toilets. All proceeds will be letting their financial resources. Payment of certain bills to the Council of Ipoh is also one of their financial sources.

IPOH CITY BACKGROUND
The development of Ipoh administration is closely related with its administration area. This can be seen from its history that elevated its status to become a city and the state capital for Perak Darul Ridzuan. Ipoh was initially a transit place and an important business centre for the surrounding areas. The word ‘Ipoh’ is believed to originate from the word ‘Upas’. The white people called it ‘Epu’ while the Chinese pronounced it as ‘Ipoh’ or ‘Paluh’. Until 1880’s, Kinta River was the main transportation link between Ipoh and other areas, whether within or outside Perak. After 1874, Kinta did not progress much due to the transportation problems, as sampans, elephants and bullock carts were very slow. In 1884, roads were built to connect Gopeng village and the port in Kota Bharu and connecting the mining area in Papan and Batu Gajah.
Before 1889, a hospital was already built in Ipoh while a new hospital was built in the area between the train station and Central Police Station in 1889-1890. In 1893, more than half of the thatch-roofed houses were pulled down and replaced by brick buildings, and drainage systems were improved. Roads were reorganized and shade trees were planted. In this year too, Ipoh Sanitary Board was set up and it was responsible for the cleanliness level in Ipoh. In 1895, the first English Lower Secondary school was built and was known as Anglo Chinese Boys School. Thus, Ipoh became the largest town in Perak and the second largest in the Federated Malay States in 1895. At the same time, the road links between Ipoh and other places in Kinta Valley were improved. The wooden bridge crossing Kinta River was replaced by a steel bridge in 1900.
Services and public facilities were provided. In 1898, the sewerage system was built, followed by the use of septic tanks in 1905. The first field was opened in 1898, which is now known as Ipoh Field.
Perak Race Club was set up in 1904, and in 1909, ‘Peoples’ Park’ and a special area were built to commemorate J.W.W Birch (James Wheeler Woodford Birch). Between 1905 and 1914, Ipoh town administrative area expanded across the Kinta River, reaching Andersen Road. Thus a new town grew, known as Ipoh New Town. Train station, hotel, town hall and post offices were built, as well as cinema. Motorised vehicles were also introduced in Ipoh at this time. Bus services began in 1910 and 1911, and the Motorised Vehicle Registration Office was established in Ipoh. In 1905 – 1915, Kinta Sanitary Board North was set up, followed by Kinta District Board in 1916 – 1941. This was headed by A.S. Jelf under the administration of the British Military Administration.
In 1946 -1954, Kinta Town Board was established under the coordination of Major J.S. Drake, followed by G.S. Walker who became the chairman in the years 1954 – 1956. Ipoh Menglembu Town Council was set up in 1957, and Encik Abdullah Bin Uni headed the council until 1962. On 31 May 1962, Ipoh was upgraded into a municipality and was known as Ipoh Municipal Council, chaired by E.G. Walker. On 27 May 1988, HRH Paduka Seri Sultan Perak Darul Ridzuan declared Ipoh as a City, State Capital of Perak Darul Ridzuan. Ipoh Municipal Council is now known as Ipoh City Council, and its chief executive is called Mayor. As the state capital, Ipoh is the administrative, commercial, sports, cultural, financial, political, religious, and educational centre. Thus, under the current Mayor leadership, Ipoh City Council will continue to make Ipoh a dynamic and prominent city.

THE FIRST CITY MAYOR
Yg. Bhg. Dato' Umar bin Haji Abu was born on June 22 1943 in Kg. Durian Daun, Mesjid Tanah, Melaka. Datuk Umar Bin Haji Abu had an illustrious career in the civil service and held various senior positions, including being the first Mayor of Ipoh from 1988 until 1993. After completing his service as Mayor of Ipoh, he was appointed as Director and Chairman of MEASAT Global Berhad on 25th August 1998. He is also the Chairman of the Audit Committee since September 1998 and served as Chairman of the Nomination and Remuneration Committee of MEASAT Global Berhad. He holds a Bachelor of Arts (Honours) degree from Universiti Malaya and a Diploma in Development Administration from the University of Birmingham, UK. He also had held the position as Secretary General of the Ministry of Housing and Local Government, Malaysia before his retirement. He was also a board member of Bougainvillea Club Berhad.

Allahyarham Dato' Ismail Shah Bodin, known for his easygoing approach among Ipoh City Council staff, was the second Mayor of Ipoh. He was known for making surprise spot checks around the city during his tenure as the second mayor of Ipoh between August 1993 and December 1994. Dato' Ismail was born on July 25, 1939 at Bota Kiri, Parit, Perak. He received his early education in Smk Anderson Ipoh and later went to The Malay College Kuala Kangsar (MCKK). He served for 17 months before being posted to the Perak State Agriculture Development Corporation as its general manager on 1st of January 1995. Dato' Ismail Shah Bodin started his career in 1965 as Tapah District Council secretary. The following year, he became the assistant district officer of Kuala Kangsar and subsequently served as Assistant Director Officer of Sungai Siput and Selama before leaving for a course in Japan. Upon his return in 1974, Ismail started the State Agricultural Development Authority and served as its first general manager until 1979 when he became Tapah district officer. From 1983, he was the district officer of Manjung before moving to the then Ipoh Municipal Council as its secretary in 1985. In 1989, he was appointed Taiping Municipal Council president where he served until 1990 before assuming the post of State Land and Mines director where he served until his appointment as mayor. Dato' Ismail Shah Bodin was also very active in volunteer work. He was the chairman of the Perak Red Crescent Society, Perak Scouts Council, Ipoh Orchid Society and Perak Life Saving Society. He also helped to promote the International Orchid Festival. Dato' Ismail Shah Bodin died on 26th June 2010.

THE THIRD CITY MAYOR
Dato 'Haji Ahmad Saleh Bin Haji Sarif was the third Mayor of Ipoh. He was born on August 9, 1950 in Batu Gajah, Perak. Dato 'Haji Ahmad Saleh has obtained B. Ec (Hons) from Universiti Malaya and a MBA from Miami University, USA. He began serving in the Civil Service on March 20, 1975 as the Assistant Director (Personnel) in the Department of Public Service. Dato 'Haji Ahmad Saleh served as Mayor of Ipoh from 1995 until 1997.

THE FOURTH CITY MAYOR
Dato’ Hj. Talaat Bin Hj. Husain was the fourth Mayor of Ipoh. He has served as Mayor of Ipoh from 1998 to 2002. He was born on January 27, 1951 at Simpang Empat, Sitiawan, Perak. Dato' Seri Talaat obtained his early education his early education at the Malay College Kuala Kangsar (MCKK) and he holds a Bachelor of Social Science (Political Science) from Universiti Sains Malaysia, Master in Professional Studies (International Planning) from Cornell University, USA and attended the Program Advanced Management at London Business School and Harvard Business School. He joined the Malaysian Civil Service in 1973 and started as an Assistant State Secretary in Penang, and later holding positions in the Prime Minister's Department, National Institute for Public Administration (INTAN), the National Palace and the Ministry of Education. He has also served as Mayor of Ipoh City for two terms before becoming the Secretary General of the Ministry of Youth and Sports. Prior to his retirement he held the position of Secretary General of the Ministry of Domestic Trade and Consumer Affairs. Whilst in the Government Service he held the positions of Chairman of Companies Commission of Malaysia, Board Member of Malaysian Intellectual Property Corporation, Malaysian Communication and Multi-Media Corporation and Sepang International Circuit. Dato' Seri Talaat is also an Independent Director of Silver Bird Group Berhad and Konsortium Logistik Berhad. He is also holding position of Chairman of several private limited companies and currently a Board Member of Outward Bound Trust of Malaysia.

DaTO' Sirajuddin Salleh bin Haji was the fifth Mayor of Ipoh. He has served as Mayor of Manila from 2002 until 2004. Dato' Sirajuddin was born on 27 November 1951 in Kg. Georgetown, Silver. He has graduated B. Econs (Hons) from University and MPA from the University of Sourthern Caliifornia. Datuk Sirajuddin began serving in the Civil Service in 1974 where he was Assistant Director of the Ministry of Finance. Then he assumed the position of Assistant Director (the office) at the Department of Public Service. He held various positions such as Deputy Director of the Centre Contractors in the Prime Minister’s Department, Coordinator for Management Development Centre (PUSPA), Coordinator of Asian Pacific Development Centre (APDC), Administrative and Diplomatic Institute of Public administration, and Deputy Director General of the Implementation and Coordination Unit Prime Minister's Department before being appointed to be the fifth Mayor of Ipoh.

Dato 'Hasan Nawawi Abdul Rahman Bin Datuk Bandar Ipoh is the sixth mayor of Ipoh. He has served as Mayor of Ipoh from 2004 until 2006. Dato 'Hassan Nawawi was born on December 9, 1954 in Kampung Suak Petai, Manong, Kuala Kangsar, Perak, and he was the sixth of ten siblings. Dato 'Hassan Nawawi received his early education at Sekolah Kebangsaan Manong and next Manong SMK Sultan Tajul Ariffin and SMK Aminuddin Baki, Kuala Lumpur. Then he went on to study to the University and has earned a Bachelor's Degree in History of International Relations in 1977. He had obtained a Master Development Administration (MDA) from the University of Western Michigan in 1986. Dato 'Hassan has served as a temporary teacher in SMK Sultan Tajul Ariffin, Manong in 1974 and in SMK Dato' Idris, Pantai Remis in 1977. He has also been an Officer of the Administrative and Diplomatic Service (PTD) on 19 September 1977 at the Ministry of Trade and Industry, and Ministry of Foreign Affairs and the Department of Public Service. In addition, he also served as Administrative Officer at the District Office Manjung District Office Port Dickson. Then he was appointed as District Officer of Kuala Kangsar, Perak from 1 April 2002 before becoming mayor Ipoh in 2004. Recently Dato 'Hassan Nawawi had been appointed as the Director of the Department of Human Resources at the Department of Public Service.

THE SEVENTH CITY MAYOR
Dato 'Mohammed Bin Haji Mokhtar Rafiai is the seventh Mayor of Ipoh. He has served as Mayor of Ipoh from July 24th 2006 until June 6th 2008. Dato 'Mohammed Rafiai was born on June 6th 1951 in Tanjung Piandang, Perak. He has earned a BA (Hons) in Malay Studies and Sosiology / Anthropology, University of Malaya. He has worked at the Civil Service in September 1974 where he was an Assistant District Officer (Land) at the Land Office, Kuala Kangsar. Then in November 1976, he was appointed as Assistant District Officer 3 at the Kuala Kangsar District Council. On June 16, 1978, he was appointed as Assistant Director of the Perak State Economic Planning Unit. Dato 'Rafiai later assuming the position of Assistant Secretary General of the Public Housing Division on August 16, 1982 and as Chief Assistant District Officer cum District Council Speaker Kinta Selatan, Kampar on October 16, 1988. In addition, he also served as Deputy Development Officer jwatan Johor Johor State Economic Development Office, Policy Coordination Division TimbalanPengarah Implementation and Coordination Unit in the Prime Minister, the Director of Development Melaka Melaka State Development Office, Director of Social Division in the Department of Implementation and Coordination Unit Prime Minister and the Director of the Special Division Implementation and Coordination Unit of the Prime Minister. Before being elected as the Seventh Mayor of Ipoh, Dato 'Rafiai also been served as Secretary of the City Council of Ipoh and as the Perak Tengah District Officer.

Dato 'Haji Hashim Bin Haji Roshidi is the eighth Mayor of Ipoh. He was elected as Mayor of Ipoh on 23rd July 2008. He was born on December 25th 1955 in Kg. Singkir Darat, Bidong, Kedah Darul Aman. Dato' Haji Roshidi had received his early education in the Sekolah Kebangsaan Singkir, Merbok High School, and at Bidong High School before continuing his education to the Universiti Sains Malaysia in 1993 and has earned a Bachelor's Degree in Political Science. He has worked at the Public Service in October 1975 as a Clerical Officer in the Office of the State Government of Penang. Later he was appointed as the Assistant Investigation Officer in the Anti-Corruption Agency of Malaysia in Kuala Lumpur on 16th November 1978. He held various positions such as Assistant Secretary of the Government Procurement Management Division at the Ministry of Finance Malaysia, Assistant Director of the Economic Planning Unit in the Office of the State Secretary, Special Assistant to the Chief Minister of Perak, Special Secretary to Chief Minister of Perak and as Secretary of the City Council Ipoh before he was elected as the Eighth Mayor of Ipoh City. Dato’ Haji Roshidi is aggressive and sensitive to the problems faced by the people of Ipoh City. He has introduced policies that led the Council to the economic planning for the Ipoh City. He also has attracted investors from various sectors to invest in Ipoh. He also established Revenue Increase Policy, led the opening moving counters in housing area, and the opening of community halls for public use. Dato 'Haji Roshidi is strict and disciplined in carrying out the task entrusted to him. He therefore has set to the field on every Wednesday to review the areas in the City of Ipoh which to be addressed immediately. He will also bring the City Council officers together with him to review the city.
